Built for the Government contractor market. Run by people who've done the work.
Annapolis Consulting Associates was founded on a straightforward premise: small business government contractors deserve access to the same caliber of strategic and operational expertise that large primes take for granted — without the overhead and the learning curve.
Experience that comes from inside the industry.
We started ACA because we kept seeing the same problem: capable, well-run firms struggling to win contracts they should win — not because of poor execution, but because of gaps in strategy, capture discipline, or proposal quality - Experience. The talent existed. The process didn't.
Our founder spent 30+ years inside the industry — as a Marine Corps officer, program manager, and senior BD leader at firms including Booz Allen Hamilton, Deloitte, and SAP NS2. He has built over $1B in growth pipeline, supported $300M+ in new contract awards, and driven $40M in recurring annual IC contract sales. ACA was built to put that experience to work for firms that need it most: IC-focused contractors who are serious about growth but don't yet have the infrastructure to support it.
We operate on a fractional model because we believe the best expertise shouldn't require a full-time hire. Our clients get a senior practitioner who is invested in their outcomes — not an account manager passing work to analysts. Proven executive judgment, without a large up-front learning curve. A fraction of the cost of a full-time executive.
Deep expertise where the market is moving.
Beyond our core service disciplines, ACA brings specialized depth in four high-growth sectors that are reshaping the federal market. Our principal has worked inside these communities — not just consulted to them.
Intelligence Community
IC-cleared. Mission-focused.
The Intelligence Community operates under unique acquisition constraints, classification requirements, and customer dynamics that general consultants simply don't understand. Our principal holds a TS/SCI with full scope polygraph and has spent 30+ years delivering IT and management consulting services across the IC — from NGA and NSA to DIA and the broader ODNI enterprise. We help IC-focused contractors develop the customer relationships, clearance posture, and capture strategies that win in this market.
Cyber Operations
Offensive, defensive, and exploitation operations.
Cyber warfare is one of the most contested and fastest-growing domains in the federal market — and one where mission understanding is non-negotiable. ACA supports contractors pursuing Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), and Computer Network Exploitation (CNE) programs across DoD, the IC, and CYBERCOM. Our principal led a Computer Network Exploitation Proof of Concept at SAP NS2 leveraging in-memory, real-time analytic technologies, and brings deep familiarity with the acquisition pathways, classification requirements, and teaming structures that define this space.
Artificial Intelligence
AI strategy for the federal market.
Federal AI spending is accelerating across DoD, the IC, and civilian agencies — but winning AI contracts requires more than a capable solution. Our principal holds an MS in Computer Science specializing in Artificial Intelligence and Probabilistic Reasoning from the Naval Postgraduate School, and has led decision support and analytic technology programs at the Director level within DIA. We help AI-focused contractors translate technical capability into compelling federal value propositions.
UAS & Drone Technology
From platform to program.
The unmanned systems market is one of the fastest-growing segments in defense and homeland security — and one of the most competitive. Our principal is an FAA Part 107 Certified Remote Pilot with a graduate research background in autonomous systems, and served as Associate Chair of the CS Department at the U.S. Naval Academy specializing in autonomous robotics. We work with UAS manufacturers, integrators, and service providers to navigate DoD and DHS acquisition pathways, build the right teaming structures, and position for the programs that matter.
